Group Food and Agriculture Prague, September 3, 1942 1I/2-R/3-112/42g GEHEIM 2) Secret Vernerk for the Lord's Secretary of State in the House. Subject: Letter of the Reichsmarschall of August 15, 19942 due to the deliveries of the Protectorate to the Reich in the 4th year of war economy. The following deliveries from the Protectorate for the Reich: 250,000 t of bread cereals 30,000 t of fodder cereals 155,000 t of sugar According to the letterodesuReichsmarschalls, the fat balance is to be balanced in such a way that aid from the Reich can be dispensed with. The import of cattle and meat is to continue in the future. (a) Bread cereals The supply estimate for bread cereals for the 1942/43 marketing year, drawn up on 1 September 1942 on the basis of the 2nd harvest estimate of the Central Statistical Office, less 4 %, shows a surplus of 127,400 tonnes. This surplus is to be offset by a delivery to the Reich of 250,000 tonnes and to the units of the Wehrmacht placed in the Protectorate of 43.000 tonnes, i.e. a total of 293,000 tonnes, so that if this delivery were to be fulfilled completely, there would even be a lack of about 166,000 tonnes of bread grain. This lack of demand could only be covered by ruthless rationing cuts. If only a reduction in adult bread rations were to be made to cover this shortage, then it would have to bear 5,500 g in a supply period, so that for the normal consumer of his previous ratio of 8,000 g only 2,500 g remained; this would amount to a reduction of 68.9%. It is obvious that the implementation of such a drastic measure cannot in practice be thought of as involving young people and children in the group of persons entitled to shorten, except adults, as follows:
