M On the basis of the Führer's decree of 7 May 1942, the immediate administrative tasks of the Oberlandrats were transferred to the Protectorates' authorities for completion on behalf of the Reich by order and implementing decree of 23 May 1942. The "Landespräsidenten - Reichsbeauftragsverwaltung" in Bohemia and Moravia now correspond to the higher administrative authorities in the rest of the Reich (Government President - Reich Governor), the "Bezirkshauptmänner - ReichseauftvertragsVerwaltungsverwalter" the lower administrative authorities. Reichsauftragsverwaltungen have also been established in the cities with their own statute and in police matters with protectorate police authorities. Some tasks have been transferred to a "district captain - Reichsbeauftragsverwaltung" for security police reasons (passport and inspection) or because their fulfilment extends to a larger area (issues of the war food industry, the German health office, etc.). In this respect, he conducts business in the administrative area of several district authorities, without being intermediate. In the Protectorate of Bohemia and Moravia there are 72 political authorities I. instance. Of these, 5 are cities with their own statute under German management. l8 district authorities are today Czech, 49 are German-led. From these l5 carry out the activities of the managing "district authorities - Reichsbeauftragsverwaltung". With the cschechiseh headed district authorities the presiding of the ReichsgeauftvertragsVerwaltungs is in the hands of a German inspector or superinspector. At the same time, he has the task of supervising the autonomous part of the authority and suggesting it to promote German interests without taking responsibility for it. The purpose of this administrative reform is to free the Reich services from purely administrative activity, to work with the existing Czech apparatus and yet to monitor and control it sufficiently with economical installation of German forces.
