The W.E.J. has been commissioned to purchase the non-forced horses of the riding institutions in the Protectorate in order to hand them over by the W.B. to those farmers who have been particularly concerned by the removal of trooped horses. 2. By this measure the owners of these riding institutes lose their existence, so that a compensation possible under the legal provisions seems cheap, especially with regard to the fact that it will not be quite easy for the owners to resume their previous trade after the war. 3. The Reichsleistungsgesetz provides for compensation in § 26 (3). In § 27 (2), the higher administrative authority is responsible if an agreement is not possible between the person liable for payment of the benefit and the office of demand. The W.E.J. will be very difficult to reach an agreement with the various owners after about the same points of view, and since it will primarily be a question of examining leases that are certainly ongoing and of using them economically in other ways, the W.
