However, for all exceptions before, during and after the visit, a form which leaves no doubt about the informational purpose is recommended, so that sensitive teachers do not interpret the questions and wishes required as indirect criticism of their work. 3.) Suggestions given on the spot should be clearly identified as such, so that they cannot be interpreted as instructions to the commissioner for which he is not responsible. The suggestions and comradely advice given are recorded in the file note. In case of doubt, the suggestion must be omitted better. In general, if it is not a question of flexibility, in the interest of the use of the entire German school system with a greater advantage, the intended suggestions are communicated to me by the file note. This applies in particular to all further proposals. 4.) As a result of the frequent changes in the school system, particularly in the field of personnel, part of the findings cannot be kept up to a final report.
