In addition, there are 2 file books about Kerber and about fence builders, whose assessments have recently been handed over to you in person. These personnel files do not contain anything much new compared to the personnel files that I had before me last week. The overall impression of this second thrust is better than the first. As absolutely unsuitable for the protectorate, only the four men Bauer, Lanthaler, Nittúnd Rinnberger are to be described. About Peter the files do little, because the personnel file is missing. The others are suitable for the Protectorate as teachers, sometimes also as school teachers, and the only one who really stands out is Krüger. However, I would like to express my concern once again about the whole action that I presented to you the other day. They want to give each Oberlandrat an inspector to the side, who for a temporary period inspects the German schools, announces his impressions and thus creates the basis for the measures to be taken. This presupposes that the inspector re-knows the subject matter which he has to inspect. As these are schools, he must therefore at least meet the requirements of a school inspector. In the Reich, only those candidates who have already demonstrated their professional and political suitability and attitude in a headmaster's office and whose overall personality, education, vocational training and probation offer in every respect the guarantee for the faithful and conscientious fulfilment of the responsible tasks of a school supervisor are appointed. The prospective candidates, with one exception - Dr. Krüger - do not, according to the file situation, correspond to the requirements which must be made to a school inspector, with the exception of the particular political and other difficulties of this area.
