In the case of persons who have been directly responsible for the object concerned and who have violated their duty of oversight, or - and this will be the rule - persons who are to be regarded as ideal authors of the sabotage act by the production and distribution of leaflets calling for sabotaging and by means of personal invitations to sabotages and resistance to the Empire. The order of such measures should be transferred to the higher and police leader who will set up special commissions at the State Police Departments. Publicisation of these measures seems essential in order to establish the deterrent effect. These measures will undoubtedly have a beneficial effect on the character of the Czechs. III. Strike. (l) Current status. The courts of the Wehrmacht are responsible for the judgment of strikes and dismissal of workers when it comes to companies which are important for the defence of the defence, on the basis of the Sabotage Ordinance of 26 August 1939 or the former Czech State Defence Act. Here, too, the leaders of the gangs are generally unable to grasp the cohesion of the Czech population and the difficulties of the state police investigations.The reasons for inadequate food supply given by the strikers, even if they are entitled, do not give any right to enforce such demands by means of the strike. The use of this means is undoubtedly due to the same injury as is apparent in the sabotage files. Judicial atonement is hardly possible and has no deterrent effect (examples in Appendix 4). Dåe currently available police countermeasures are also not sufficient for the reasons mentioned under II to prevent the indomitable swelling of a strike wave in the Protectorate.
