3) -3 - Parties and Parliaments are dissolved, president and government are based on the above-mentioned empowerment law. There is still the so-called permanent committee sl's rest of parliamentarism, an organ which once had extensive powers. In it the most powerful former parties are represented. This permanent committee, of course, is now in the air under state law, since there is no permanent committee in the long term without Parliament, and the President and the Government therefore also want to resolve it, whereas there are certain political concerns. The President has made use of his power to carry out large-scale acts, has dissolved the Parliament and has appointed in his place a new institution, the Národni Souručenstvi, a temporarily in flux unfinished creation with controversial responsibilities, which is to constitute a kind of authoritarian (appointed) parliament. The open constitutional regulations now result from the fact that the Prot. Erl. does not receive any provisions on the formation of wills in the autonomous area. If necessary, the rights to be granted to the Reichsprotector mch Art. 5 para. 4 could also be found here. However, as long as the time does not press - age and health status of President Hácha - the questions are examined in detail, practically the question of the appointment of the President as well as the nature and rights of the autonomous people's representative body is the main concern. There are several groups in the protectorate population to maintain, therefore there is in my opinion no interest in the demand or support of authoritarian groups.
