Copy of transcript. Vertrqulich ! Prague, 30 July 1941. The capital vicar of the Prague Archdiocese Prelate Dr. Opatrny has, in recent days, met a number of decrees which affect the German Catholics in the Protectorate, and which had been partially rejected earlier by the late Cardinal and Archbishop Dr. Kaspar. It seems therefore probable that the earlier statements Prelat Opatrny - he would like to accept the Germans more as Vicar General, but the Cardinal hinders him to a great extent according to the facts. In detail, these are the following orders: 1. 12 new scheduled chaplain posts have been created under the Gongrua Law exclusively for the German pastoral care. These posts, with the agreement of the Ministry of Fiance and the State Office, are so constructed that the German chaplains are entirely dependent on the Czech pastors and, due to their assignment to certain parishes, have only the advantage that the chaplain has been appointed. Six of the above posts are devoted to the Grand-Prague, the remaining six to the whole area of the Prague Archdiocese in Bohemia. 2. A whole number of newly created German chaplain posts have already been filled, i.e. the appointment decrees have been drawn up. 3. The most senior chaplain, currently appointed as a German pastor, received the priest's title for his person. Gradually - according to his seniority - the other German chaplains should also receive the priestly title, thereby practically bypassing the very complicated formalities of the establishment of new own parishes, the full rights and the rank of -2--
