If, in his speech, the Secretary of State requested the fulfilment of his duties, this applies first and foremost to the public servant, in particular to the official whose whole life and profession is first subject to the law of duty. The duty of the official, however, is not exhausted in the place of the duty hours and the orderly completion of the files, but demands a full commitment of his own power for the servant, for the state and an inner readiness for the service to which he has committed his life work. Only the State and its leadership can rely on him. Only the State can promote it and present it with greater responsibilities, only it can and will improve its personal position and social situation. Before the general uplifting and improvement of the situation of civil servants must be their general orientation towards the common great goal and their willingness to cooperate as a whole.
