Subject: Events as of 30 January 1943 In amendment of the original event plan, which I presented with my re-enclosed proposal of 23 January 1983, only the events shown in the annex will take place at the request of Dr. Goebbels, Minister of the Reich. In the case of the Czech sector, I propose that the events listed in my proposal of 23 January, with the exception of point 2 — appeals for membership in the ministries and other authorities, should remain the same. I do not consider the appeals for membership to be appropriate because they entail an interruption in the work, so that the day would not be considered in full as a working day and because there is no absolute guarantee that the opening speeches of the heads of the authorities will be held in the sense we want. In place of the speech originally planned for the follow-up appeal by Minister M o r a v e c, Moravec can give a short speech before the festival concert, in which he appreciates the importance of the day. There was still the possibility that Moravek will give his speech on January 30 on the occasion of the usual Friday radio talk. However, I do not think that this would entirely do justice to the significance of the day; for the celebrations in the schools, teaching is only interrupted for a short time; my proposal on the free visit of film screenings, etc., is maintained for propagandistic reasons. It does not seem appropriate for me to hold more events than absolutely necessary, especially since the preparatory measures have already been initiated by the Ministry of People's Enlightenment.
