M.E. cannot, for this reason, be separated. A concise example of this already emerges from the settlement project Koschatek, where some state assets are used for colonization and a corresponding compensation is made by other land.This can only take place in the context of the Geschattboden procurement process. If the state goods are taken from the administration of the Ministry of Labour, an important starting point of the federal policy remains in purely agricultural hands and essentially fails for popular policy measures.
