The task of the economic group is to identify the needs of each firm by seeking their applications for clothing. In determining the needs of the companies themselves, the German Council of Trusts or Spokespersons for the Germans, the Works Committee (if not available, a Confidence Committee to be set up by the company manager) are involved for the Czech workers. Such requests shall be made to the economic group and shall be satisfied by the allocation of the quota in the order of urgency, whether by handing over the subscriptions to the holdings. If the allocation of clothing does not comply with the requirement, the distribution shall be carried out by the same operating institutions as in determining the need, but the final decision shall be taken by the manager. The card office is also responsible for the collection of the due dress card points. In the case of the card office refusing confirmation, it has to collect the purchase note and return it to the agent. The companies seeking for distribution have to declare affidavits about which company owns their own new stocks of clothing, respectively. In addition, they must indicate when the last division of the holding took place, the type and amount of which was the same. This declaration is to be sent to the economic group and the economic groups shall report to the person concerned by means of the central associations. the quantities and types of clothing allocated to each undertaking; differences of opinion within the undertakings resulting from the distribution of the subscriptions or differences between the undertaking and the economic group and central associations concerning the allocation of subscriptions may be submitted to the authorised representative for approval. All the bodies involved are expected to be self-responsible for this war economic and social task without any special interests. The representative shall be assisted by an advisory body composed of representatives of the arms inspection, the business sector, the DAF and representatives of workers and experts. A limited number of retail companies selected by the retail industry group are allowed to distribute their work and work clothing separately; the relevant distributors will be notified by the business groups when the subscriptions are delivered. At most, they can also be consulted by the retail industry group.The central associations inform the retail trade group of the distribution plan of their economic and specialised groups.As a result of this report, the retail sector group shifts the resulting production of clothing to the local retailers. All the bodies involved must abstain from the formation of reserves. Traffic between agents and economic groups is carried out by the central associations.
