3-4a The task of the economic group is to identify the needs of each firm by seeking their applications for clothing. In determining the needs of the companies themselves, the German Council of Trusts or Spokespersons for the Germans, the Works Committee (if not available, a Confidence Committee to be set up by the company manager) are involved for the Czech workers. Such requests shall be made to the economic group and shall be satisfied by the allocation of the quota in the order of urgency, whether by handing over the subscriptions to the holdings. If the allocation of clothing does not comply with the requirement, the distribution shall be carried out by the same operating institutions as in determining the need, but the final decision shall be taken by the manager. The card office is also responsible for the collection of the due dress card points. In the case of the card office refusing confirmation, it has to collect the purchase note and return it to the agent. The companies seeking for distribution have to declare affidavits about which company owns their own new stocks of clothing, respectively. the equipment and raw material for this purpose. A limited number of retail companies selected by the retail industry group are allowed to distribute their work and work clothing separately; the relevant distributors will be notified by the business groups when the subscriptions are delivered.
