Personal ! 10 ban necrien Dear State Secretary !de 25 - O In your esteemed letter of 28/10.1942, sign St.S. 440/a/42 in matters of the Lieutenant-General Speich, you informed me that I had apparently fallen victim to misinformation in my presentation of this case, since General Speich had provided proof that he had not infringed on any points the provisions of the war economy. They suggested that I contact Mr. General Speich personally in order to settle the matter in the interests of my and the city's relations with the military. I have referred this matter to the General Toussaint, authorised by the army, and have brought to him all the official documents available to me on the basis of an investigation which reaches to the very last detail and is completely clear in every respect. On the basis of this evidence, General Toussaint has convinced himself that Mr. Speich did not comply with the statutory reporting obligation, even if he may have been in good faith to have fulfilled all the requirements. Mr. General Toussaint regretted that he had sent my letter to you from the l9/9.d.J., which, as I would like to stress, was calculated for.the supervisory authorities, directly to General Speich for inspection.
