I would like to present the attached note from the Department of Youth with the following opinion: the paper requirements of the Protectorate can only be covered by about one third of the production of the protectorate's own paper industry, while the rest must be covered through deliveries from Slovakia and the Sudetengau. In this situation it does not seem appropriate to remove larger units - the Prague Neusiedler is by far the largest paper factory of the protectorate and one of the two single producers of cellulose - from the general planning and supply and to make them practically available to a "self-supplyer". For this reason, it does not appear to me to be appropriate to allow the Ss economic administration head office as an expert. The same considerations have led the commander of the security police and the SD, SS-Standartenführer Dr. Böhm e , some time ago, against a similar request of the Reichsleiter Am a n n about the acquisition of the Preger Neusiedler A.G.
