However, an exception is made by the district of the city of Brno, in which the old-off collection is carried out independently by the government commissioner in Brno. As the attached report of the relevant case officer of 31.3.1941 shows, the result of the collection operation is not satisfactory. Whether the reasons given in the above-mentioned report alone are decisive for this, or whether the organisatiöne of the collection of waste material is still in need of improvement, cannot be assessed from here without a thorough examination of all the circumstances that are eligible. The suggestions for improvements made in the above-mentioned report (see point 6 below) do not seem to me to be appropriate because there is no guarantee that the implementation of the proposals would produce better results. It can also be assumed that similar wishes could also be expressed in other places, which, if they were to be granted, would lead to an undesirable dissipation of the collection action in addition to the results in question. The most appropriate thing would be to place the collection of waste materials in Brno under the direction of the department of the Ministry of Commerce mentioned at the beginning in Prague, especially since, as can be taken from the cooperation with it, it is endeavouring to fulfil its task.
