bh Betr.: Letter from the President about the successes of the NG-action to propagate the idea of the Reich. 1.) In the letter of the President of the Republic, under point 1: (a) "In all circles where the National Community is permitted to carry out its activities, mass appeals were held on 13.10, 1940, in which the idea of the Reich was propagated." The sixteen rallies, which the NG organized on 13.10.40, can by no means be called mass appeal. Dér Ausdruek Mass appeals are particularly inappropriate because the people had not even joined them, but from the outset the circle of participants was limited to a fixed number of invited NG punctuators and guests. The meetings were secured by three-fold control measures against the participation of unloaded persons, as required by each of the participants in the meeting, a special ticket and the NG legitimization. This exclusive presentation of the meetings, which was already known in the days before, often triggered a rumor in public that the meetings were kept so secret and internal, because they were not based on the initiative of the NG, but on the command of the German authorities. The exclusive character of the meetings is also openly acknowledged in the official invitation of the NG-Kreis Prag-Land. On these invitations the following is noted: "The rally is organized with a compulsive participation of all officials of the ND, the district and district representatives of the youth of NG, as well as all local leaders and all secretaries of the district of Prague Land and with the involvement of the representatives of all groups and organizations with which the NG cooperates. The participation of all invited officials of the NG and the JNG is mandatory. Therefore, the circular appeals of NG did not turn to the common people, but to a circle of functionaries and delegates obliged to appear. -2-
