It should have the purpose to carry out the preparatory work for the transfer of the ecclesiastical authority and to maintain the trusting administration until it becomes possible to transfer the property to a new institution. It ought to retain further parts of the property in order to be able to fulfil its own economic purpose. Before SS-Oberführer von Gottberg was appointed acting head of the Land Office in Prague, I was sent to the Protectorate to check whether church assets could be taken over. In June and July l939, together with the Councillor of the State of Johlen, I examined whether the protectorate had the possibility and what conditions were necessary for it. After a thorough study of the church constitution applicable to the Protectorate area and the land reform laws, we finally saw the only possibility of obtaining the property in Regulation 87/39. The memorandum, as well as the whole result of the preparatory work, was presented in July l939 SS-Oberführer von Gottberg, who ordered by order of 22 July l939 that until 25 July 1987, the German State Councillor Johlen had laid down the drafts of thought in an in-depth memorandum. The work ordered was carried out and completed on 25 August l939. August l939, when the compulsory administration of the entire Moravian church estate had already been decreed, the work had to be stopped, because as a result of the upcoming war, every further confirmation had to remain in the domestic and church politics for the time being.
