- (b) 4 passenger cars in the district offices In the budget estimate for the year l940, the commissary administration provides for the commissioning of 8 passenger cars, plus a vehicle for each district office. The remaining vehicles are shut down and sold as far as possible. 134 The purchase of the many passenger cars inevitably led to a very large-scale and thus expensive use of the car park. A supplementary assessment of the necessity of the journeys carried out and the high costs resulting from this can hardly be carried out. A tight organisation, coupled with a responsible leadership, should have enabled the former commissioner to control the monitoring of all costs associated with the operation of motor vehicles and avoid unnecessary expenditure. The large consumption of commodities could then have been reduced in the interests of the war economy. The extensive restrictions and austerity measures to be carried out by the new commissary administration should have been the fulfilment of a natural duty in the present war period, even for the first commissar administration.
