9 However, reorganization would be welcomed as a redemption by most of the parties involved. In this regard, it is not known in German authorities that the originally broad-based re-formation of German departments within the Protectorate administration seemed somewhat exaggerated and that this made it impossible for German officials to be transferred to the Wehrmacht. It was not quite understood that German abbeys should be grinned with several German officials and employees, or even a German district captain, in purely Czech rural districts, without any task beyond the normal level. It would have been considered sufficient if these districts had, in a sense, continued to work as branch offices of the managing authority of the German district authority during the war. In any case, in the opinion of prudent German officials, this would have led to a substantial saving of German forces and, nevertheless, to a far-reaching termination of the double administration."
