The restrictions of § 5 of the Reichsleistungsgesetz are abolished by the last decree for the duration of the war in favour of the military administration and its superior services; at the same time, the Wehrkreisverwaltungen are designated as places of need. Since the said decree expressly states that only Wehrmacht authorities are responsible, it could be doubtful whether the exemptions provided for are also valid in favour of the arms-i. Therefore, I consider it necessary to provide that the civilian agency responsible for the Protectorate - in the present case the Oberland- rat in Prague - according to I No. 3 of the decree of 25 January 1940 in the present case is expressly exempt from the restrictions of §§ 5 and 6 of the Reichslungsgesetz. This exemption would have to be granted by virtue of the authorization granted by the OKW from the army administration in Bohemia and Moravia.
