Order of 22 December 1939. Karlovy Vary, the Chief Finance Minister, in whose district the letter in question has been opened (I am adding the envelope again), has informed me: "The posts from the Protectorate of Bohemia and Moravia to the rest of the Reich and the posts from other Reichsgebiet to the Protectorates are subject to the customs foreign exchange inspection. From the foreign exchange inspection both at the entrance and at the exit, among other things, mail sent to Reichsdeutsche by the Secretary of State and General of the Infantry (also General of Artillery etc. as well as Admiral of the Kriegsmarine) are upwards. The letter to the Secretary of State Frank was therefore wrongly opened at the Karlovy Vary Foreign Exchange Inspection Centre.I reprimanded the customs officials responsible for the inadmissible opening.I ask that the regretful mistake be excused.I once again urged the officials to pay close attention to the customs authorities who were responsible for this illegal opening."The Minister of Finance recently ordered that the foreign exchange inspection of correspondence between the Protectorate and the rest of the Reichsgebiet should continue; for 1.1613.48.
