I regret that my letter of 1 9 January 1983, in which I communicated the transfer of the Attorney General Gabriel, obviously did not come into your hands due to the postal conditions. When I spoke to Secretary of State Frank about my plan to transfer Attorney General Gabriel to Hamm, there was agreement that, in view of his probation in the Protectorate, Gabriel would be promoted, and on the other hand that his departure from Prague would require him to be appointed a suitable successor in time. My communication that the transfer will take effect on 1 March 1983 is based on the insinuation that, in the course of February, the question of succession can be resolved by mutual agreement and that the admission of the successor to his new duties can be carried out. In the meantime, I have taken steps to make you a suitable successor, but, contrary to expectations, I am not in a position to do so as a result of the increased staffing requirements of the Wehrmacht, since the attorney-general who I intend to serve primarily as a successor is currently serving as a front-line service. Since another suitable successor is not yet available to me, I have in appreciation of the difficult situation you have presented in the Protectorate that Attorney General Gabriel remains in Prague for the time being beyond 1 March 1973 until the question of succession has been settled in a satisfactory and consistent manner.
