English Translation
Department I Z/Haush.111/43 10 1.) Mr. State Secretary obediently presented. I. In connection with the classification of Ministerial Councillor Dr. Hr o c h as Postal President in Prague, which is to take place according to BesGr.B 6, the question of the grouping of departmental President Dr. Müller as Director General of the Autonomous Post is also to be decided. We have always, in principle, taken the view that the classification of civil servants, which is still part of the Reichsprotektor's authority, should be based on the evaluation of their field of work in the authority. Accordingly, the posts of these officials in the budget of the Reich's protector, and in the other sections of the budget (Chapter 1 P) for the Authority (Subpart a) have been allocated. Therefore, as head of Division IX in our budget, only a B Z a position will be reached for Dr. M ü 1 l e r. In order to obtain a B 6 post for Dr.Müller, a similar procedure would have to be applied in this case, as in the Finance Department. Here, the Head of Division is not the same as the Chief Financial Officer, but the Senior Financial Officer at the same time.In Dr. Müller's case, this would mean that the Headof Division IX would not be the Director-General of the Autonomous Post. In these circumstances, his post would not have to be included in the budget of the Reichsprotector, but in the budgets of the Imperial Post Minister (Chapter 1 P) with the officials assigned to the autonomous administration (Subpart c) false, and there should be no difficulties to be encountered by Reichs-RFMn van Mhi d Minister of Finance to obtain a B6 post on the basis of the previous negotiations. Wootlhe ready ngua But I have to think against this solution for the following reasons considerable Be-. 1.) It is organizationally extremely unsightly that a functionary agency of the autonomous administration as such department head of the authority of the Reich Protector is. 2.) The break-through of the above-mentioned principle in the evaluation of the activities in the autonomous sector will lead to appeals by all officials of the Authority who have been similarly posted and thus to large amounts of UEMM A YOmAn
