Mr. S t a t s s e k re t a r . -24 In order to inform the Obergruppenführer about the limitation of the independence of the Reichsprotektor in Bohemia and Moravia in the field of responsibility supervised by my department, I would like to say the following: Apart from the numerous cases in which the validity of Reichsrecht has been extended to the Protectorate in the area of economics and finance, the desire to restrict the independence and self-responsibility of the Imperial Protector and of the authorities according to him= as the authorities which restrict the Reich's power in the local area as=practical bodies is shown in more and more areas by the fact that central service=places of the Empire are granted to them as rights of instruction. As to the extent of this subordination, various degrees have to be determined: I. Whether the commissioner for the four-year plan also has an absolute right of instruction vis-à-vis the Reichsprotector is not clearly established. So far, there was no reason for the Reich's protector to make a clarification to this extent=, since the cooperation with the four-year plan was an exceptionally harmonious one and it never became fundamental differences.=
