As your Excellency is well aware, I and the Protectorate Government have already had several opportunities to take a completely negative position on the activity of emigration. This opinion, as well as that of the Protectorate Government, remains, of course, unchanged. In view of the fact that the "Pester Lloyd" characterizes so correctly the case to which you draw my attention, I also believe that there is no particular meaning to the matter.
