E07 LaT0Oa HO UUE During the German air raids during the Polish campaign, especially in Warsaw, a number of experiences have emerged, which are important for the leadership and organization of civil air protection. V 1.) Leadership and organization. The decisive factor for a successful fight against the damage is the unwavering will of the population to defend itself. Under this condition, it will be possible to deal with the effects of even the most severe air raids if the civil air protection and uniform approach of the forces at the centre of gravity are strictly guided. There, the organisation and management of civil air protection was in the hands of the municipal administration, which had not been able to cope with the task in the organisation, technical preparation or in the HS leadership. The forces of the security and auxiliary service must be tightly structured, adequately equipped and well trained. The higher leadership must also ensure that sufficient S.u.H.D. forces are provided in time for the replacement of fatigued forces as well as for the substitution of failed forces. In addition, workers, e.g. for clearing up the rubble, are necessary after major attacks.
