- 19 - B2 C. The individual groups of foreign people. ==E==SSS=E V•rbemerkung. The goal of every foreign people and border policy is the creation of a racially and ethnicly united German people. Of the four possibilities of practical foreign people policy: separation, absorption, sterilization and distance is the first way, that of isolation, in this broad goal only a preliminary solution. The aim is therefore to clean up the racially and ethnically genuinely repopulated strata and to separate the unreally repopular strata temporarily and to remove them later. The life-determining significance of the real and un-real population has already been pointed out above. The decision as to who can be allowed in in the sense of the formula given above can only be taken in terms of racial and at the same time ethnic aspects.
