Therefore, children from obviously foreign-people-minded strata should not be admitted to the HJ. The implementing decree of the Führer to the Act on the Hitler Youth of 5.4.39, which already provides for the non-convocation into the HJ of children of Danish or Polish ethnicity, would have to be extended to all foreign ethnic groups. A political recording of the foreign-people-minded youth should take place only after entry into occupation or teaching in special groups of the DAF. If there is a probability of real change during school and apprenticeship, then this is to be prepared through apprenticeship placement into the old kingdom. In this case, nothing stands in the way of admission to the HJ in the old empire. Since the NS-femaleship should lead and educate the German woman and mother to German folk and family life, the admission of foreign-völkish women as well as those of the intermediate shifts into the NZ-femininehood is absurd.
