18 For as long as there are in these peoples the layers that are often not insignificant in North-Rassian, mostly German-born, state- and culture-shaping, they only activate these otherwise mostly uncreative and unpolitic peoples politically and economically. On the basis of profound misunderstanding and complete ignorance of the processes of population change, the often proclaimed thought that it is precisely a strengthening of the northern racial strata in the eastern peoples that would serve us: this is hiss only to strengthen their chauvinist-active strata. 18 The guiding principle of all German foreign policy must therefore be: leaching of the racially valuable strata of the foreign people and their Germanization, as well as at the same time the non-genuinely repopular core parts of the peoples under all circumstances, and whether it is by force to let them remain foreign people. The popular Germans in the foreign states are Germans, questions of their future political fate are not to be discussed here.
