Following these wishes of the President Dr. Hächa, Öber- gruppenführer informed the President of his plans for the education of Czech youth. He pointed out that there was a suggestion from Minister Moravec and that, after a longer consideration, he felt that the protectorate government had to regulate the education of Czech youth by means of a government regulation. Obergruppenführer stated that he thought that as the sponsor of youth education, a board of trustees would be headed by Minister Moravec, and that the board of directors would then be directly subordinated to the President. He, head of the group, thought that the obligation to serve young people aged 10-18 should vary according to age, and that young people should be left together in associations which would have to be approved on a case-by-case basis.
