(15) In order to ensure an accelerated but reliable recording of the people's Germans, branches of the German People's List will be established in accordance with the decree of 4 March 1941 with the Reich Governors (Oberpräsidenten), Central Offices, the Government Presidents, District Offices and the lower administrative authorities. The branches of the German People's List accept the applications for registration in the German people's list, the district offices and the central offices act as appeal bodies. (16) The Central Office of the German People's List with the Reichsstatthalter (oP), which decides on complaints against decisions of the District NS, belong to: 1) the Reich's Governor (o P), as well as the President of the Government (Vice-Oberpräsident) as general representative of the Reich Governor (Upper President), 2) the Higher 4 and Police Leader and other persons designated by Reichsführer M, Reichskommissar für die Festigung deutschen Volkstums, 3) persons commissioned by Gauleit, 4) the Head of the Imperial Governor (O P) for popular questions, 5) the Inspector of the Security Police and the SD, as well also persons marked by him, 6) members of the former German Peoples Group in Poland. The members referred to in point 6 shall be appointed in sufficient numbers by the Reichsamthalter (oP).
