1a - 2 - I (1) By the decree of 4 March 1941 on the establishment of the German People's List and the acquisition of German nationality in the integrated eastern regions (Reichsgesetzbl.I p.118), a German Peoples' List was established in the annexed eastern regions to accommodate the German population. The decree also definitively regulates the acquisition of German nationality by former Polish and Gdańsk nationals. My circular of 25 November 1939 (RMBliV.S.2385), which provisionally regulated the purchase of German citizenship in the integrated eastern regions, is thus essentially outdated and is repealed. II (2) For the registration in the German People's List it is clear that no German blood may be lost and foreign people may be used. Active activity for the German people is therefore not a prerequisite for the entry into the German Folk List. Even an indifferent or even a bad German remains German, and it must be prevented - if not for his own sake, but for his children's sake - from pushing him off against his will into the non-German camp and leading him to it through German blood. In the eastern regions no German must be denied access to the German community. It is therefore necessary to take account of the following aspects in particular for the registration in the German People's List. It must, however, be stressed that, when taking into account the individual features listed below, it is always necessary to assess the overall personality of both the people as such and the inclusion in the individual departments of the German People's List and not solely on the basis of a characteristic.
