For example, it can easily be the case that the perpetrator does not belong to the locals, nor is he known at all in the locality, and therefore the community will not be able to investigate him despite the best will and effort. It is therefore difficult for me to conclude that the general coercive measure that is being threatened against persons who are supposed to have no connection with it, which is the appropriate means of achieving the objective. It seems to me, therefore, that the harshness, which is undeniably the result of such a general coercive measure, and the uncertainty which it brings to the population, are in no way in proportion to the prospect of reaching the target. 66691
