On 6 August 1943, the Fihrer signed the decree annexed to the annex on war measures in the electricity industry. Thus, the Inspector General for Water and Energy has obtained extensive powers for the most appropriate use of electricity plants in the war: he can, in particular, be used for the duration of the war in order to achieve this goal. The decree was required to exploit all possible savings in coal, personnel, machinery, equipment and electricity, but the decree was only an emergency aid imposed by the war. In it, nothing should be determined about the fundamental objectives of the future re-establishment of the energy economy. For this reason, § 1, sentence 2 of the decree expressly states that ownership and assets in the electricity companies must not be affected. It would therefore be contrary to the meaning and purpose of the decree if, in its implementation, perfected facts were created according to the fundamental side, which would unilaterally determine the development and prevent a general reorganization after the war from standing in the way.
