From @ e1+ft . Prague, 13 February 1940 Note on the structure of the authority of the Reich Protector. Originally the office of the Imperial Protector was divided into groups. Even at that time, this structure contained a certain degree of inequality in itself, when the groups partly comprised the division of departments of individual ministries, partly responsible for the business area of an entire Reichsmini- stration, and later the groups for the improvement of a tight leadership were grouped in their majority to Divisions I and II. The groups corresponding to the departments of the Reich Ministry of the Interior were grouped together to form the Abbey I, while the majority of the groups of Abbey II comprise the business unit of the whole Reich Ministry. This summary in Division II had to have an adverse effect if the groups affiliated to it had already been divided into large areas, each of which had to negotiate continuously and directly with the ministries of the Protectorate government. This is particularly true for the group of labour and social affairs, which is divided into the subject areas "Labour input and unemployment assistance" "Lohnpolitik" "Social insurance" "Supply" I "Housing and housing". In almost each of these areas, almost every day negotiations are necessary with the Ministries of the Protectorate, which the heads of the areas must and must lead independently. The tasks and work of the heads of these fields correspond absolutely to those of the head of the group of departments I; however, since the provisions of Group Z on the position and powers of the leaders of the groups are almost exclusively directed to the positions of Division I, difficulties and inconsistencies have always arisen in the group for work and social affairs. The director of Division II himself recognised this fact and took it into account, however, only in a limited way, by expressly stating his intention to give a lecture.
