The mayors have set up a livestock ‘stand office', and all livestock farmers are obliged to report all the arrivals and departures of the farm animals they keep and count by means of officially confirmed forms at noon on Sunday evenings. These lists of animals, whose copies are also available to the district authorities for inspection purposes, enable a constant, uniform inspection of the livestock population and therefore make it impossible for the livestock farmers in the future to sell slaughter animals in the sight wart trade or to slaughter them black, especially since it is ensured that such offences are punishable by draconian penalties. In November the year before, these lists of animals were checked by economic control bodies for their proper conduct and, on this occasion, they were re-sampled to establish their conformity with the livestock of the livestock farmers. I have also caused the German gendarmerie to be involved in over-checking livestock stocks in the manner described below. Since the control of cattle traders and road and rail transport is ensured, it is right to expect that the trade in meat will be eliminated to the lowest possible extent.
