SE - 16 - Coal production is regulated in such a way that the strict regulations can only be applied completely. In urban districts the annual volume of coal per household is about 15 dc. brown coal. In rural districts 3-5 dc per household are required. The causes of coal shortages are: (a) a reduction in production of about 1.5%, due to the poor nature of the coal mines and the lack of food for the miners due to war; (b) an increase in transport efficiency due to a cold period; (e) an increased need for the war industry; and (d) an additional need for fuel as a result of the cold collapse. It should be considered, by means of appropriate orders and instructions, similar to those in the rich, that the need for domestic coal in the coming months should be reflected. The shortage of fuel resulting from the above mentioned causes has a special effect on the supply of coal to households, with the low-paid families suffering primarily.
