Mr. Kitano was given a precise description of the political development in Czechoslovakia during the period from October 1938 to March 1939, which proved that the Czech had learned nothing. Therefore, Kitano had been able to make a judgment on himself when he was presented with lamentations in various variations. In particular, he was able to account for three things: 1. The negative attitude (to avoid using the expression passive resistance) of the Czech politicians with whom he met. 2. About the fact that the arguments produced by the people are one-sided and secret the "kehrseite". 3. That the people in the street do not live in "politically-alectrified atmosphere" like the politicians. Kitano has come to the conclusion that an effective pacification of the Czech people is quite possible, if it may take several years. At the same time, the raising of the standard of living of the broad masses is a precondition. Kitano was able to convince himself that the competent German authorities were fully aware of this. The reception with Mr. Secretary of State K.H. Frank was - as he expressed himself - the most intrusive experience he had in Prague. This audience had shown him - Kitano - that the responsible men of the Protectorate are fully aware of all the difficulties, but that they also know exactly how and where they want to tackle things and do and will do positive work.
