He himself was deprived of a letter of conduct issued to a lieutenant of the German secret police who granted the president free movement in the territory of the Protectorate of Böh= men=Mähren. This announcement is connected with a refusal by Hacha to go to Berlin. Even a personal intervention by the protector Neurath and his lieutenant Franck had not convinced Hacha to go to the Neich capital. It is claimed that the president should go to Berlin to sign a mobilization decree, according to which one million Czechs had been mixed with German regiments, in proportion to one Czech to three Germans.
