L 1 4 In the above case, I made the following observations: In a review carried out on December 194l in the cobbler K o u d e l a, it was found that he had some loo pair of old, completely unmodern shoes in stock. The Ministry has for a long time been in a practice of releasing smaller stocks of such pronounced "shopkeepers", which have been virtually unsaleable since the introduction of the consumption regime, for sale without subscriptions. The cobbler Koudela, who was referred to this possibility, then submitted an application to the Ministry, on the basis of which he was granted the free sale of 99 pairs of old, non-standard shoes without reference tickets. Of these shoes, 91 pairs were sold until 1 June 1942. 2o-25 pairs of them had bought members of the district authority in Neuchâtel. Since the authorisation has not been granted by the district authority but by the ministry, there is no connection between the authorisation granted and the purchase by members of the district authorities. The members of the district authority have only the possibility to participate in the purchase of these free shoes, since the cobbler Koodlela has submitted the consent granted to him by the ministry to the competent consultant of the local authority for information.
