According to your letter of 7 December 1939, the State Secretary has fundamentally refused to act in the sense desired by Ihien. The Secretary of State takes the view that every military service is an honorary service and that as a result there can be no exemption from military service for a German man. That the judgment of the former Czech investigating authority in this respect is insignificant is not necessary for any discussion.
