Mr von Bethmann Hollweg replied that this question was of very little practical value, but that it was not inclined to take account of the Count Czernin's proposal if the latter would be able to bring about or facilitate an early peace agreement, especially as for material reasons it was no longer possible to think of a continuation of the arms race after the war.
