61a - 2 - we had to make the sad finding that, despite clear legal obligations, the state withholds us from a large number of grants and also assigns a number of new expenditures, without in the least providing for the replacement of such new-growing surplus expenditure.The total amount of what we have to bear during a single financial year is more than kroner 1000 million. I would like to remind you, first of all, of the allocation made to us by the Government in l938 from the income of the house interest tax, which secured a revenue of around 60 million from the municipality of Prague, and, secondly, the State owes us a number of subsidies for the preservation of the richly developed Prague education system. Thirdly, the municipality has to bear in mind that air protection expenditure for this year amounts to approximately 1 5 million, without we being able to cover it, since the state does not provide any kind of subsidies and there is a special levy for this particular purpose. For the price-and-competition system which became necessary during the wartime, the municipality has had to establish a large office with a plethora of forces via government mandate, without even the smallest subsidy of the state being made for this purpose. Indeed, it goes so far that the fines imposed by our prize office must be paid to the state treasury. From these few references it is already clear that the city of Prague must come to the capital in an unfavourable situation due to the quite negative attitude of the protectorate government.
