53 - 6 - All the expansion and improvement plans for the city of Prague, however, remain, as pointed out at the outset, dependent on the fundamental improvement of urban finances. A comparative study of the budgets of Prague and Munich, which has been prepared by the urban study department and made available to all involved bodies, convincingly teaches that the activities in almost all areas are made infinitely easier by the fact that they have, on average, the four-fold income from what the protectorate communities have to help with. As far as civil air protection is concerned, a surprising new regulation has been made for the city, since 12.000.000 must be built immediately for approx. 1200,000.- crowns new air protection rooms and the costs for the increased number of employed personnel of the city alone are charged. In maintaining even the current state, this would mean an annual burden for the city of Prague of at least 24,000,000.-- crowns, for which there is no coverage in the Hawhaltsplan. It would therefore be twice desirable that the government decree submitted by the Protectorate Government to the Reichsprotektor for approval on the defence of the costs of civil air protection be put into effect immediatelyx. As an urban consultant for the entire air protection system, the German administrative committee member Arch. Koloshek has been appointed. In the material situation of the German civil servants and employees, a decisive improvement has been achieved by the compensatory payment begun and thus a substantial calming has taken place.
