Prague, 3 December 1 940. 35 THE PRIMATOR-STELL REPRESENTATIVE OF THE MAIN CITY PRAG. Activity report of the Deputy Primator Prof. Dr. Josef Pfitzner for the period from 30/l0. to 5/l2.1940. The preparatory work for the completion of the next year's budget is now almost complete on the part of the city. In close cooperation with the financial officer Dr.Lang, I checked every single item and removed all over-liquid expenditure items. It was self-evident to us that in the new year no funds will be used for Czech school buildings and for the construction of my Czech kindergartens. The German wishes, especially those of the NSV and the HJ, have been taken into account as far as possible. For new construction projects, among them kindergartens and a large apprentice's home, corresponding funds have been used. However, there is still a very important uncertainty. It concerns the amount of subsidies to be expected by the state, which we have in a memorandum of September d.J. In the meantime, Dr. Lang dealt with this point both with Mr. Urbanus, the Chief Government Councillor, and with Dr.Hermann at the Ministerial Councillor Gase about the fact that a certain pressure was exerted on the Ministry of Finance by Mr. Reichsprotector. He probably got the information that this had happened and that the fulfilment of our demands would be almost certain. Unfortunately, until today there is no written commitment from the Ministry of Finance without which it is difficult for us to reckon with the amounts promised as safe items. On the other hand, it is high time that the
