From your implementing decree of 9 January 194l, No. I 1 c - 5635, however, I see that point 1 of the Retirement Guidelines contains the explicit condition that all former legionaries over 45 years old should be retired, and that their service relationship should be terminated, except in exceptional cases. With regard to the express communication Your Excellency, that the decree of 30 May 1975 on retirement should not be terminated. I am convinced that it will be possible to formulate the said implementing regulation accordingly and, in particular, to amend paragraph 1 above, either away or in an appropriate manner. It should be noted to me that a corresponding design of the implementing regulation seems to me to be indispensable, even for serious factual reasons, because - as I have already orally explained to Your Excellency - 2 -
