I/c1 THE CHARACTERISTICS PROTECTOR IN BÖHMEN AND MÄHREN Nr. Rpr. 32 / 41. Record. The visit of the President Hácha on today was initiated by the civil servants' removal decree. Mr Hácha's complaints were, by the way, not so much directed against the regulation itself, which he in the end even recognized as necessary, but rather against the alleged tendency of the regulation, which from the articles in the New Day and in the journal Böhmen and Moravia was one-sidedly directed against legionaries. I firmly rejected this combination and pointed out that, despite repeated calls, the protectorate government had not taken the slightest step to eliminate the inflating of the official body. It was clear that such a measure could be tough in individual cases for the officials concerned by the dismantling, and it was also clear that it was inconvenient for the individual Ministers to carry out such a reduction order, but that could not prevent a measure that was recognised as necessary from being carried out. As I would have seen from the negative attitude of the protectorate government that the gentlemen did not seem to have the courage to carry out the unpopular measure, I would - as I have already written to him - have the power to do so.
