It was clear that such a measure could be tough in individual cases for the officials concerned by the dismantling, and it was also clear that it was inconvenient for the individual Ministers to carry out such a reduction order, but that could not prevent a measure that was recognised as necessary from being carried out. As I would have seen from the negative attitude of the protectorate government that the gentlemen did not seem to have the courage to carry out the unpopular measure, I would - as I have already written to him - have the power to do so.
