21 After an in-depth examination, the time lost by the students by the factors mentioned above is one to one and a half years. Due to the sudden convocation of all students - also the academic offspring for the Protectorate and the Sudetengau for 2 years will be almost completely lost and indeed at a time when we need these forces most urgently. This is all the more true because students from the Old Kingdom (that is, all students who are left at universities other than the first semesters) - even if they finish their studies in Prague or Brno - almost without exception return to their home country. The work in the Protectorate also requires primarily people who are familiar with the local conditions and also with the language. A replacement from the old kingdom cannot be created. It is therefore requested that students from the Sudetengau and the Protectorate of Bohemia and Moravia, who belong to the class l9l8 or an earlier one, postpone the performance of the active military service until graduation. If such students have already been convoked, the possibility should be created that the persons concerned with the l.Jänner l94l will be left for completion of their studies. The number of students for which the above regulation is to be made shall not exceed 2.ooo. Their temporary failure can hardly be of great importance to the Wehrmacht.
