On the other hand, the dispensary agencies were to supply them with goods; seeds, equipment, cattle and the like. But, understandably, this exchange did not work. Therefore, the yields went back terrifyingly. Millions of people were starving in the cities. These millions of people, however, needed the Bolshevik state to build up its industry. Industry, for example, was used to drive the nation away and raise its standard of living, but only to pay off its armor and not to defend its rich possessions, but to spread the world revolution. c) NEP.-Perio- So the exchange system was abolished and the peasants allowed the independent economy again. In 1921 the "New Economic Policy" (NEP.) was introduced. For agriculture, this meant the replacement of the previous system of more or less deliberate removal of the surplus by a new system of fixed tax on natural resources with the right of free disposal over the remaining balances. In addition, private retail trade was released. In the Nep Period, the peasantry was able to express its views on the reliefs granted.
